John Baus III, 24, 4441 Burbank Drive, surrendered about 10:15 a.m. Tuesday. Baton Rouge police said he was to be booked into Parish Prison on counts of felony hit-and-run, careless operation and red light violation. Baus allegedly struck Matt Tugwell as he was crossing Dalrymple and East State Street at 11:23 p.m. Tugwell had been in a crosswalk with a “walk” signal when he was struck by the white vehicle, authorities have said. Investigators located the suspect vehicle at a local repair shop from a Crime Stoppers tip.
