Kyren Davonta Eby, 21, 1010 Shiloh Drive, was booked into East Baton Rouge Parish Prison on counts of second-degree murder and illegal use of a weapon in the death of Garland R. Ruffin, 33, 1006 Shiloh Drive, Apt. C, Baker, said Police Chief Mike Knaps. Ruffin was found lying on the sidewalk just after 11 a.m. with multiple gunshots to his upper torso, Knaps said. Eby surrendered to authorities several hours after an apparent argument took place between the two men in front of an apartment complex in the 1000 block of Kimberlain Street, which is in the Heritage Court subdivision of Baker, the police chief said. Knaps said Eby would not tell investigators what the two men were arguing about. Ruffin died at Lane Memorial Hospital in Zachary, Knaps said.
