Pedestrian struck, killed on La. 1 near Dow Pedestrian struck, killed on La. 1 near Dow Advocate staff report| Jan. 04, 2013 Comments A Livonia man suspected of being impaired was killed when he was struck by a car at 6:55 p.m. Thursday while trying to cross the southbound lane of La. 1 just south of Addis near the Dow Chemical Plant, a State Police spokesman said. Emmanuelle D. Stewart, 36, was attempting to cross the highway when he walked directly into the path of a 2004 Nissan Maxima driven by Shantel Rogers, 29, of Port Allen, Trooper First Class Jared Sandifer said in a news release Troopers believe Stewart may have been impaired and have submitted a toxicology sample to the State Police Crime Lab for analysis, the release says. Rogers was not suspected of impairment, but was cited for operating a vehicle with a suspended driver’s license, the release says. The accident is still under investigation, Sandifer said.
