The Baton Rouge Advocate’s Sept. 25 editorial, “PR additions odd priority,” was unfair and unjustified.

The quality of education in Louisiana will determine our destiny as a state. Sadly, just 19 percent of students who enter ninth grade will earn a bachelor’s degree within a decade. At the same time, half of the jobs that will be available to today’s students will require some education after high school. For our state to succeed in the increasingly dynamic and competitive global economy, our students need to succeed in college and challenging, professional careers.

The Board of Elementary and Secondary Education, the constitutionally created body charged with developing and implementing policy to improve K-12 education in Louisiana, has embraced this enormous challenge. Earlier this year, we appointed Superintendent John White to lead the Department of Education in implementing bold reforms that will transform education for the 21st century. He has met the challenge with integrity, energy and a sense of urgency that demonstrates a core belief in the power of education to change the lives of children.

Communicating the changes happening in schools is vital to our success. Louisiana is home to 1 million parents, 700,000 students and 55,000 educators, who deserve accurate and easily‐ understandable information about the impact of policies and programs to students in the classroom. For example, more rigorous common core state standards will demand much more of our students, and parents need to know how to help their children achieve these high expectations for learning. While a greater level of learning is expected of students, parents will also have many more choices for ensuring their child achieves those higher standards. Those options need to be communicated to families.

Raising standards for students also means raising the bar for teachers. That is why it is critically important that teachers and school leaders know how to maximize Compass, the state’s new educator evaluation system. The system focuses on how teachers need to adjust their instruction to help students achieve the more-rigorous standards. Again, communicating to teachers, principals and administrators is integral to the success of the program, and ultimately the success of teachers.

Under the leadership of John White, the Louisiana Department of Education is overhauling the agency’s communications, with a focus on parents and teachers. A new website, informative newsletters, a statewide tour of schools and multiple meetings with teachers and parents are among the communications efforts already under way. Additionally, the department responds to an average of 1,700 calls and hundreds of emails from constituents every week.

The Department of Education has an obligation to inform the public about changes that impact education. As president of BESE, I am grateful Superintendent White takes this responsibility seriously.

Ms. Dastugue, it seems the jury is not longer out on this one. It appears that you have been found guilty of malfeasance and gross disrespect of the citizens of Louisiana. And rightfully so. Time to step down. Have a little respect, and go quietly, without a raft of further lies. Take John White with you, and all the young ideologues with you. We will respect you then.

Ms. Dastugue. While I realize you did not write this letter, you still allowed it to go out under your name, and that is bad enough. I don't think anyone is questioning the need for quality information for the citizens of Louisiana. What everyone on here seems to be pointing out, and I do not believe you are stupid enough not to see this, is that there is a code of silence when it comes to truth coming out from the Department of Education, and from BESE. NO paid "guns for hire" can change that. Your accountability plan is a farce, and totally fails to identify the quality of schools. An "F" school is as likely to have great teaching going on as an "A" school. And I think you know. I certainly hope so. The lack of data being released to the researchers who might (if you weren't so terrified of their finding out about your lies) be able to shed some light on what might be working to increase student achievement simply shouts out to the public that you are hiding! One of the regular commentators on here said it best. "White lies." And you, Madam, are guilty of the same sin. Shame on you.

I would expect from you, Ms. Dastague, nothing but approval of the hiring of part-time LDOE communications person at $12, 000 a month. After all you are the BESE President. You are certainly showing loyalty and support to John White. However, you are not showing the ability to lead. Leaders often contradict what their "boss" says. You were not elected by the Supt. I can't agree more that communication is important in all matters, even those matters that cross the dinner table. $12,000 is a pretty steep price to pay, however. That amount of money could be spent in our classrooms, not to clean up the "dirty waters" from the DOE. That can be done by dismissing the one who has been polluting the education waters.

Penny - You made our case for us - regarding the need for communication. So will yet another TFA flunky do a better job of handling the by necessity public records requests that are stacking up unanswered on John White's desk. Or will she help Sarah Mulhearn make all those phone calls saying they are "working on it." There must have been some awfully big promises made to you and your family for relinquishing all good ethical sense to support an unqualified superintendent and allow your own authority to approve or disapprove his ill advised spending and cuts. There is just no denying who is culpable in this mad dash to privatize. Time to be called out and held accountable!

I am attaching the school performance scores of all schools taken over by the RSD and converted to charter schools for all school systems outside of N.O. There are 12 and the School for the Deaf and School for the Blind which are not charters but have always been run by the state. This is information that should be clearly and honestly communicated. Penny Dastugue, if John White has operated with such "integrity," why did you go on record Aug 9 as saying his eval would occur then suddenly change your story Aug 10? You are just as much the charlatain as he is, promoting TFA at every turn at the expense of qualified educators. (If you think for a minute that a two- or three-year stint of so-called "teaching" by those not interested in a teaching degree in the first place qualifies these TFA shadows to hold positions of power such as state superintendent, deputy chief of staff, or director of COMPASS, you are trul;y deluded. However, I do not believe you to be deluded, just deceptive. Your ship is inextricably tied to John White's. My you go down together as yo hit the iceberg of your own making.

Looks like people commenting so far are not fooled! I wonder why we still haven't gotten any information on the voucher school "vetting" we were going to hear about after September 1st. I wonder why researchers (and the media) are having to file lawsuits to get documents out of the Department of Education. I would love to know how many contracts the Department of Education has with "astro-turf" or so called "non-profits" to get their information out. They are actually advising people on the DOE website to go to these sites for information. And finally, I would love to know how much is being spent to prevent the public from knowing the truth about the failing RSD schools. Why are researchers no longer able to get data that was always forthcoming in prior administrations. When will the media ask some of these questions?

What’s “unfair and unjustified “ is a stacked BESE board willing to sell their soles and our schools to the highest bidder. What’s “unfair and unjustified” is the way the Governor, John White, BESE, Steve Carter, etc, have treated the teachers of Louisiana. And it’s completely “unjustified “ to hire another PR pro for a department that can crank out propaganda better than Goebbels. Please tell us Penny how a $144,000/year part-timer will help “our students succeed in college and challenging, professional careers.” If “ The Department of Education has an obligation to inform the public about changes that impact education”, why is John White so keen on withholding information and “muddying the narrative”?

A Penny bought, is a Penny bought. That is the only thing you need to know. Bought and paid for, and willing to join in The Big Lie. I have only one question. For now. How much did this one letter from Heather Cope cost the taxpayers? And a statement. When you and those pulling your strings lie, there is no amount of money in the world that can free you of the need to continue to weave a web of deceit to cover your trail. It is time for you to step down, and for John White to resign. The lies will catch up, and it will not be pretty. White lies.

In another era, a government agency acting as an arm of the state would have consulted the Minister of Propaganda in order to control both the content and the flow of information from the state to the people. But in today's lean conservative government you have to manage the propaganda on your own.
