The appointment is a new requirement under the 2010 Dodd-Frank Wall Street Reform and Consumer Protection Act, bond attorney David Henderson, of Foley & Judell LLP, told the School Board on Thursday. Under the provision, which went into effect in July, if the board wants to seek financial advice, it must appoint an independent adviser for that purpose, Henderson said. Foley & Judell will still serve as the board’s bond counsel, providing legal services and advice, Henderson said.
