La. gets Silver Shovel economic development award La. gets Silver Shovel economic development award Advocate staff report June 14, 2014 Comments Louisiana was one of 15 states that won a Silver Shovel Award from Area Development magazine for achievements in job creation and economic impact. The awards recognize state economic development agencies that drive job creation through innovative policies, infrastructure improvements and promotions that attract new employers and investment in facility expansions. The states are compared only to others with similar populations. Louisiana, Alabama and Kentucky received Silver Shovels for states with a population of 3 million to 5 million. Texas, Georgia, Missouri, South Carolina, and Utah received Gold Shovels in recognition of projects undertaken in 2013.
