Faulk & Winkler LLC of Baton Rouge has named Jeremy Klibert as a partner in its tax department and Melissa Terito as director of Sentinel Pension and Payroll, a division of Faulk & Winkler.

Klibert has been with the firm since 2005 with his area of expertise focused on tax services to firm clients, particularly nonprofits, closely held businesses and high net worth individuals.

Terito joined the firm as a staff accountant in 2009.

Charles “Chip” Groat, president and chief executive officer of The Water Institute of the Gulf, a Baton Rouge not-for-profit research institute, has joined the newly formed advisory board of Texas Rare Earth Resources Corp., a heavy rare earths exploration company in Sierra Blanca, Texas. Groat, former director of the U.S. Geological Survey, is a globally recognized expert on earth sciences, energy, resource assessment, groundwater issues and coastal studies.


Richard Johnson has been named vice president at Hibernia Bank in New Orleans. He joined Hibernia in 2006 as a loan processor, was named loan operation manager in 2007 and had been an assistant vice president for the past two years.

First Bank and Trust has named Chris Keene as senior vice president and regional area manager for the institution’s West Bank locations; and as vice presidents, commercial relationship managers, Robert Voss, Max Bourgeois and Christopher Palermo.

Keene and Palermo were with Whitney Bank. Voss and Bourgeois were with Chase Bank.

Stacy Van Sickle has been named director of transit services at Solutient in New Orleans.

She was a senior planner for GCR Inc. and has project management experience through her work on the Jefferson Parish Department of Transit Administration’s Grant Management and Implementation Project.

Susan Maclay has been re-elected as president of the Southeast Louisiana Flood Protection Authority – West and serves as CEO.

James Wilkinson, a registered professional engineer, was re-elected as vice president, and Paul Dauphin, president of Pierre Principle Communications, was elected as secretary-treasurer.

Kendal Gaddy, manager of project evaluation for Crescent Technology Inc., was appointed by Gov. Bobby Jindal as a commissioner and Ed Camneter, managing partner of Camnetar and Co. CPAs, will continue to serve as a commissioner.

Richard K. Murphy has been named a senior manager working on Coast Guard and other governmental programs at Bollinger Shipyards Inc. in Lockport.

Murphy was commanding officer of the U.S. Coast Guard Yard in Baltimore, Md.


Dan Rogers has been named vice president of operations at Knight Oil Tools in Lafayette, overseeing its U.S. operations and product and service lines growth.

Rogers was director of operations for the Gulf Coast region and quality control manager for downhole tubulars.
