School superintendent’s wife promoted in West Feliciana

The West Feliciana Parish School Board has promoted the wife of Superintendent Hollis G. Milton from gifted teacher to assistant principal at Bains Lower Elementary.

Layla Milton will start in the 10-month position July 1.

Prior to the board’s 4-2 vote Tuesday night, retired teacher Mildred Ann Armstrong urged the board to adopt a policy prohibiting a superintendent from hiring a family member in the West Feliciana school system.

Armstrong said the promotion was “not fair” because Layla Milton had been in the parish for only three years and does not have the same stake in the parish as some teachers with more degrees who have spent their lives with the system.

Armstrong’s position as a behavior modification teacher at the West Feliciana Middle School was eliminated in budget cuts. She said after the meeting that she retired after 33 years with the school district.

Board members did not respond to Armstrong’s remarks.

However, Human Resources Supervisor Beverly Grant said after the meeting that she had contacted state ethics officials and was advised that Layla Milton’s promotion did not violate Louisiana law or ethics, based on the parish’s population.

Board members Amanda McKinney, Kevin Beauchamp, David Cornette and Milton Coats voted in favor of Milton’s promotion. Board members James White and Sara Wilson-Rogers voted against the measure. Kelly O’Brien was absent.

Other business taken up by the board included:

LUNCH PRICES: The board voted unanimously to increase lunch prices for full-paying students by 10 cents and all school employees by $1.

Elementary school students will now pay $1.75 for lunches, and middle and high school students will pay $2 for lunches. Employees will pay $4 for lunches.

Child Nutrition Supervisor Carla Greggs said that increases in food costs, employer retirement contribution rates and health insurance were among the reasons to raise prices.

PERSONNEL MOVES: The board named Lee Coleman assistant principal at West Feliciana High School, and reappointed Raquel Square as principal at Bains Lower Elementary.

Both position are effective July 1 through June 30, 2016.
