Brandy Keenan, a mother of five from Bogalusa whose decomposing body was found about two weeks ago in an overgrown Lower 9th Ward lot, was shot to death only hours before her suspected killer allegedly robbed a woman at gunpoint on the other side of the neighborhood, court records indicate.
Keenan, 38, was seen on surveillance footage leaving a location with Briceson Carter, 29, and another person about 3 a.m. Oct. 12.
In court documents, New Orleans police did not identify where the three were seen or identify the third person.
A short time after the three were recorded on the video, someone who knew Keenan and Carter reported seeing them get out of Carter’s truck at Choctaw Street and Florida Avenue and walk a short distance.
Gunshots then rang out, and only Carter got back into the truck, the person said.
Keenan’s body, bound at the hands and feet, was discovered about 8:40 a.m. Oct. 17, five days after she was apparently killed. Authorities said it appeared she had been dead at least two or three days.
Carter, 29, who already was in jail on suspicion of an unrelated armed robbery, was rearrested Friday and booked with second-degree murder in connection with Keenan’s slaying.
He remained jailed Monday on a $500,000 bond for the murder charge.
A magistrate judge previously set bond at $750,000 for the charges related to the armed robbery.
In addition to Keenan’s murder, police suspect Carter robbed a woman at gunpoint about 7 a.m. Oct. 13 as she sat on the Mississippi River levee at the foot of Reynes Street, about a mile and a half from where Keenan’s body was found.
Carter was arrested a short time later after police used GPS on the victim’s cellphone to track him to an apartment in the 1900 block of Elysian Fields Avenue.
That robbery happened about 28 hours after Keenan and Carter were recorded together on surveillance footage.
Keenan had been in New Orleans about two weeks before she was killed, her grandmother, Dorothy Courtois, said recently.
Courtois said she did not know why Keenan was in the city.
Police have not released any information on a motive in Keenan’s death.
