Man, 79, arrested, accused of masturbating twice in Slidell mall

Suspect has long sex-crime history

A Biloxi man with a long record of sexual crimes was booked Tuesday in Slidell for allegedly masturbating at Northshore Square Mall on two occasions, police said.

Jack Mozer, 79, has been arrested 27 times in seven states for sexual crimes, Det. Daniel Seuzeneau of the Slidell Police Department said. Mozer was booked on two counts of obscenity in connection with incidents on March 16 and May 15 where witnesses said they saw him masturbating in different stores in the Northshore Mall.

In the first incident, Mozer is accused of brushing up against two women who worked at a store in the mall. He then began to fondle himself outside his pants, Seuzeneau said.

Two months later, Mozer allegedly brushed up against two teenage girls before unzipping his pants and beginning to masturbate, Seuzeneau said. The two girls in the second incident chased Mozer to his car and were able to provide his license plate number to police.

Using the license plate and mall security footage, detectives were able to identify Mozer and the U.S. Marshal Fugitive Task Force arrested him last week in Biloxi. He was brought to Slidell on Tuesday and will be booked into the St. Tammany Parish Jail.

This is Mozer’s first arrest in Louisiana, but Slidell police are attempting to find out if Mozer is a registered sex offender in other states, Seuzeneau said.
