Legislator takes walk to illustrate bus problem

State Rep. Regina Barrow hiked Thursday morning on the shoulder of Airline Highway, as cars and trucks whizzed by, to demonstrate what poor and uninsured pregnant women have to go through since LSU closed its north Baton Rouge obstetrics clinic.

Since September, the former obstetrics and gynecology, or OB-GYN, patients of the LSU clinic have to travel to the new, state-of-the-art, Woman’s Hospital in south Baton Rouge.

“It’s a beautiful facility. I love it,” said Barrow, D-Baton Rouge, as she walked up the driveway off Pecue Lane in south Baton Rouge past Canadian Geese swimming in a curving pond. She was near the end of a mile-and-a-half trek from the nearest bus stop, at South Sherwood Forest Boulevard and Airline Highway.

“It’s just that you can’t get here unless you drive. It’s something that the people in (Gov. Bobby Jindal’s) administration should have thought about. They’re absolutely clueless,” Barrow said, adding that a low-cost shuttle could alleviate much of the problem. “You know, not everybody drives. Poor people, the people who relied on clinic at Earl K. Long, a lot of them don’t have cars. They go to work, they go to the doctor on the bus.”

About 18,000 poor and uninsured patients a year were seen at the north Baton Rouge clinic site, about 1,500 outpatient visits per month. Many of those patients live in Barrow’s district, which stretches around the LSU Earl K. Long Medical Center into West Baton Rouge Parish.

Pre-natal care, evaluations and post-surgical care was provided at the clinic on the campus of the Earl K. Long center on Airline Highway at Greenwell Street.

The OB-GYN clinic was closed in preparation for shutting down the public hospital at the end of the year and moving most of the services to Our Lady of the Lake Regional Medical Center, a private facility owned by Franciscan Missionaries, off Essen Lane near Interstate 10. The Lake refused to provide medical care for pregnant women and for state prisoners as part of its contract with LSU.

“We would support the city, the local community in whatever efforts they do to make it easier for patients to get to care,” said Frank Opelka, who heads LSU’s hospitals. “We’re the hospital and delivery system part.”

Bruce Greenstein, secretary of the state Department of Health and Hospitals, said: “I love how passionate Rep. Barrow is and that she takes a real on-the-ground approach to understanding what her constituents have to do to access health care ... The double-edge of Woman’s Hospital is that it’s a little further out. But it is a brand new beautiful building with access to incredibly high-quality health care services.”

For those taking the bus, reaching the Woman’s Hospital and the attached doctor’s offices require walking across the huge Airline Highway intersection at Jefferson Highway; and past luxury car dealers; and on the shoulder of a four-lane highway without sidewalks and posted speed limits of 50-to-55 miles per hour.

“My husband really cautioned me,” Barrow said as an 18-wheeler barreled by kicking up grit. She “tweeted” her progress as she walked through broken glass, squashed beer cans and cigarette butts.

“Imagine what it was like yesterday when it was raining and cold,” said Melvin Abbott, of Brusly, one of Barrow’s constituents who walked with her along Airline Highway. “You know, if you miss your appointment by 15 minutes, you have to reschedule. This is something that needs to be addressed.”

Teri Fontenot, president and chief executive officer of Woman’s Hospital, said patients with Medicaid or some other government-sponsored insurance are entitled to transportation to and from appointments. Non-Emergency Medical Transportation is handled by private contractors and overseen by DHH.

“We take care of their medical needs when they get here. We’re not involved with those kinds of issues,” Fontenot said Thursday afternoon.

Fontenot said she asked her staff about the transportation issue and was told that most of the complaints they hear come from parents trying to visit their babies in the neonatal intensive care unit. The NCIU specializes in intensive medical care for ill or premature newborn infants. Those parents do not qualify for Medicaid-paid transportation, she said.

Barrow said Non-Emergency Medical Transportation does not universally cover all Medicaid patients, and the hundreds of thousands of others without any insurance cannot use the service. Medicaid is the program paid for by state and federal government. It covers about 1.2 million low-income, elderly and children in Louisiana.

Barrow said she thinks the transportation issue could be easily handled with a shuttle from one of the bus transfer stations. She said she would talk to Greenstein and bring the idea up at the next House Health and Welfare Committee meeting, which is scheduled for later this month.

Greenstein said, “The ability for health plans and Medicaid to pay for shuttles as trips for non-emergency transportation, that is an interesting idea that I would like to follow up on.”

Government programs initially set up to help ease the lives of the less fortunate were poorly planned and implemented so long ago that there is no way to get back on track. The Government knows what its doing. It's the role of the powerful to keep everyone indebted to the power in some way. Even if you pay all your debts, never ask for welfare or a free bus ride, you are still locked in. That's the purpose a class system is based on. In all sincerity, without the poor the whole system breaks down. Instead of getting angry at them for being necessary tools of the madness, acknowledge the basic humanitarian need for transportation to the maternity ward. These babies will be born. They will be served with a certificate of birth mandated by our government. Each new human being will become property belonging to the government. That's the way it works. We are not a Democracy. 'to the Republic, for which it stands'.The only control you ultimately have, as an individual, is whom you vote for. Punishing an unborn human being will change nothing for the better. That's what Revolutions are for. Finger-pointing is always just fighting backwards. Foolishness.

If I am not mistaken DHH offers a Family Planning Program where they can obtain contraceptives. In Baton Rouge the health unit is located on N 12th St. If that location is accessible by bus, then maybe that is where they need to go to prevent getting pregnant in the first place. That would then solve the problem of getting to Womens Hospital.

Even I would say that I don't think buses are a "right" per se....but any city that is serious about having a productive economy and ensuring that people at all socio-economic levels are able to contribute understands that mass transit is an important part of that puzzle. Simply put, if people can't get to work, it's lost productivity and reduced economic output.

Chucky- In general, I agree that one should not have kids if he/she can't afford to care for them....but the question is how do you go about preventing that? One way is through education and by making contraceptives, and yes sometimes even abortion, easily available. But generally, conservatives won't support that. You can argue for abstinence, but only some people will actually do that. Otherwise, what choices do you have to prevent unwanted pregnancies? Do you have government-mandated vasectomies/hysterectomies? A one-child policy? How do you reduce unwanted pregnancies without trampling on individual rights?

On topic, Buses are a nice thing to have in a city but it is not a right or required of the tax payers to provide a bus system. I do not know what to say, only that it was nice when you had to earn, produce, contribute to live.

The other problem that many fail to realize is that, if you make minimum wage, even working 40+ hours a week at a full time job is not enough to support a family...that's roughly $15k per year. So even someone who is not a "bum" would have a hard time raising a family on that income.

Personally, I'm tired of the local governments spending my tax dollars to support people who choose to live out in the middle of nowhere and choose to commute 30-45 minutes to come to work in Baton Rouge. We also need to stop the myth of "Obamacare gives people free birth control". Obamacare simply requires that insurance companies cover birth control. Last I checked, almost everyone pays at least something for their health insurance...so it's not free. My health insurance is partially covered by my employer, but I also pay a monthly premium. So most people will still be "paying" for their birth control

CATS administration should not have to reconfigure its routes every time a major entity like a hospital or casino decides to locate or relocate where no bus route currently exists. Has anyone mentioned the old Woman's Hospital was right on two bus lines? When the facility was relocated, did the hospital management know or care about whether the new location would be on a bus route or anywhere close to one? When I have had to move, I have to pay attention to whether a bus route is close by and the schedule for the route. CATS tax funds will not go far if they have to continually expand routes to address urban sprawl. As a taxpayer who uses the bus system as my sole means of transportation, I have a problem with entities relocating or locating with apparent total disregard for the proximity of a bus route and expecting the public transit system to adjust its routes..

Jindal is not going to do anything about this problem because he has shown over and over again that poor people don't matter to him or to any other Republican in this parish. Otherwise they would not have voted for them. OLOL could have had the ob/gyn services but they said they were not going to take it. Remember they are a Catholic hospital and that religious cult has issues with both abortion and birth control and would rather allow a woman to die having a miscarriage and save the unborn baby than risk its life to save the person who is already a contributing member of society. They also refused to take prisoners......... There is only one thing to do and that is for Womens to get a grant from the parish, state, or federal government and run a shuttle to the hospital from the last bus stop on Airline. Either that or they need to put a satellite OB/gyn clinic in North Baton Rouge. This is not the fault of Women's Hospital. It is the fault of the Republicans for stifling the CATS funding so it would not go that far south and for their greedy supporters giving CATS reductions in funding by allowing the homestead exemption to be used to reduce the amount of money CATS gets......... Maybe when women in labor are walking to Women's and deliver their babies on the side of Airline Highway something will be done. But I even doubt that will happen as long as there are Republicans infesting South Baton Rouge and being allowed to rule over God's people.

Rich doctors should make house calls to the poor? I guess that is really another subject. Some women seem to expect door-door limo service and some are happy the public bus system is even there at all. Begin by comparing how much a cab costs vs the figures released for the cost of a door-to-door ride with the bus system. You might be surprised. Just a thought - if you are a woman who is in labor, I imagine a bus ride to the hospital is not a very good idea anyway. If you are in a big hurry, do not ride the bus.

We have people demanding things as it is now and they want more and more all the time. I need a license to go fishing, another to hunt, another to drive a car, another to get married and on and on and on. I really despise how people assume that there are many of us here who are so insensitive to the poor. for me, that could not be farther form the truth. I give all I can to charities. Not the red Cross, which brings some money over seas, but the ones that focus solely on the local needy. I can't even begin to guess the value of all the clothes I have given over the years, the food I have donated every year, the voluntary time I have spent at the BR Food Bank in the past, the change I drop into the Salvation Army's tin cans every Christmas, every time I see one and yes, the times I put the bags of empty cans I have saved next to trash dumpsters instead of inside them so the very poor who dumpster dive will find a bag or two of cans that they can recycle for money, the times in the winter when instead of giving to Pat's Coats for kids, I get any extra warm jackets, old blankets and such and also lay them in a box next to dumpsters for the homeless who would dig in the dumpster by my condo daily...do NOT tell me I do not care about the poor, and I am no wealthy person by any means. BUT, I do get sick of hearing that they need more taxes for this program, more for that..more for this and so on. When will it be enough? When my $50,000 a year is taxed at 100%?? I have busted my behind all my life in school and working. All the while saving. Being responsible. Not having intercourse when a condom wasn't around. You name it I did it. I bought a house about 5 years ago and I am proud of it. But now this year, my property taxes jumped $500 for the year. I can afford it, but it means less money for me to put in my retirement account. I looked over the taxes on the back of the bill and could not believe everything on there. NOt to mention all of the taxes on my phone bills, taxes on my cable bills, electricity bills, sales taxes and income taxes and federal income taxes, taxes on gas....I mean, How much is my fair share??? Name a number, stick to it and NEVER change it! If the programs aren't working with what they have, CHANGE THEM! SO, yes, I hope you can see why some of us here are posting some of these comments. Because it sickens us that there are apparently a lot of poor and uninsured women who play Russian roulette when they have intercourse and fell that if they do get pregnant, then they will be OK because I worked my whole life and paid taxes my whole life and have not started a family yet because I can't afford it! I can see a one time mistake..fine, but when you have more than one "mistake" and as a result get more of the taxes I have paid because you can't afford the 4 children or so you have??? Yes, that upsets me and I do NOT feel sorry for them. Hate me if you want, call me insensitive as well...but if you can't learn from one mistake and just keep your legs closed, that is NOT MY responsibility! It is like the definition of insanity...keep having unprotected sex over and over and each time expecting that you won't get pregnant! If you can't afford a kid without government help and the mood hits you late one night, I am sorry, but if no condoms are available and you are not on birth control...there are other "options" other than sex.

Health care debate aside, I think some of these commenters are missing the point - public transportation should be a viable option for accessing any healthcare provider, regardless of income level. Not everyone who visits the OBGYN is pregnant, and there are many people who have the means to own a car but choose not to. Baton Rouge's bus system/city layout is highly impractical and outdated, and this is a glaring example of that.

If you take care of the unborn, and the little ones and moms and dads instead of pointing out their failures, well, maybe there would be less locked up in La. burgeoning prison populations! That being said....for lots of women, life didn't turn out that way. They made a mistake. The useful thing to do for these women is not say "you shouldn't have done that." There are a lot of issues here to address and no easy solutions. However, look at the cost for a taxi verses the cost of CATS service, especially for door-to-door services, and it might be cheaper for taxpayers to just hire these women a cab. I am not suggesting that as an answer but just as a indication of the actual costs to taxpayers. Next, under Obamacare there apparently will be no such thing as poor people who do not have health insurance, so that argument pretty much goes away in the long term anyway. Then we talk about the possible shuttle addition. So a women will then have to walk to the bus stop and ride a bus to the bus transfer station and then take a separate shuttle to the hospital. Come on folks, exactly how much is that really going to help? OF course the answer probably is it depends on where the woman actually lives, how the regular bus routes are set up etc. I think the problem is that some people think a public bus system is supposed to take care of all of everyone's individual transportation needs and get them places as fast as a taxi would. Sorry, that is not the case. Now my final theory. Suppose someone wanted to figure out how to implement a privately-run bus system in Baton Rouge that is financed with public tax funds, and make money off of it. First, prepare a plan and sell it to the people, gerrymander the voting districts. and prepare a tax proposition that is written incorrectly to get rid of the homestead exemption and hope nobody notices. (now we actually have a lawsuit, right?) Second, after the tax is passed, tell taxpayers the original plan will not be able to be implemented . Then get a study done that basically says the people who were behind the original plan do not know how to run a bus system. Next privatize the management of the bus system. Then while all of this is going on, bring up issues with the bus system to convince taxpayers that even more tax funds are needed. Then, at some point in all of this mess have the new management decide that privatizing the entire system and financing it with even more tax funds is really the answer. End result - a very expensive privately-run bus system that is financed with tax funds -and some connected people maybe get rich in the process. Of course, this is just a conspiracy theory and the story is not over yet, so let's wait and see how it ends?

I agree with CrazyCajun. At least Ms. Barrow is making an effort to connect with her constituents, which is far more than her condescending colleagues. I appreciate her efforts. Several years ago my car was stolen and before I was able to get another, I was forced to use the bus service. Talk about a joke. It was then I developed a great deal of empathy for those I routinely saw waiting for buses that were either late or didn't show up at all. BTW, I think it's a royal cheap shot to comment unnecessarily about someone's physical attributes. Never forget we had a U.S. president who was unable to walk.

Second, walk into any planned parenthood and you can get all the free condoms you want. Third, how about they stop having unprotected sex?? The easiest and cheapest form of birth control. That's a great observation, MBW, because every Casino commercial depicts upperclass, well-dressed, happy-go-lucky couples and pretty young women smiling for the camera. I've never seen a casino commercial depicting poor people being delivered to them by CATS. Don't tell me TV ads are misleading. That would be wrong.

Without all the poor, uneducated, unevolved "its" in the world, our economy would perish. Why is it we as a society insist on paying for the uncontrolled breeding going on as if we have a say in things. The location of the new hospital is suspect, at best. I live in Central and it's on the other side of the world from me. Centrally located in the metro area's population center would have made more sense. This will be a source of contention for many years to come.

If getting to free prenatal care is so hard for the poor and uninsured pregnant women there certainly is an easy answer...don't get pregnant in the first place...our self coronated messiah Obamaha has provided free birth control for the poor. They should take advantage of it. If they did there would be fewer poor people born into the world...Good question tball...not only do they find a way to the casino's they always seem to find a way to get to the voting polls, but getting to the DMV to get a free I D in order to vote is hard and an inconvenience to many in this country.

I put shelter out for a stray pregnant cat roaming around here. She was finally able to rest. Not a week passed before a tomcat took over her bed. The world is predatory by nature. Government-backed casinoes are some of the worst predators. Big oil, Pharmaceutical industry, Chicken Finger One Love, Micky-D (on'ts), men who leave their children behind, vaccination (what's in that Sir?) Roll up your sleeve, man, we've cooked up a reason for another War and we need you to pass the physical. All this right in front of our faces and yet we still bust a gasket over providing a bus ride for pregnant women.

I agree, Squiggly. One solution, is perhaps Mrs. Barrow can reach out to the churches in the area. Most churches have vans nowadays to pick up their parishioners for services and trips. Imagine if each church volunteered to provide transportation to the hospital on a rotating basis. With so many churches in the area, it would not be huge burden. Simply have 6 runs, 3 trips out, 3 trips in.

It would have been cheaper and more cost effect for the Piyush Jindal administration to by the old Woman's Hospital site and turn that into EKL. Remember Mike Foster show us it is better to own then to contract. I guess Piyush is listening to his mentor.
