Jindal cuts  funding  for BR projects

The Jindal administration stripped money for a number of Baton Rouge construction projects Monday, including funding for a school roof, water system improvements and senior citizen meal preparations.

The administration also scrapped $75,000 for a New Orleans civil rights museum and $200,000 for renovations of the University of New Orleans’ Human Performance Center.

Still in the budget for the New Orleans area: $21.5 million for improvements to the New Orleans Sports Arena and $800,000 for repairs at the Zephyrs’ baseball facilities.

Legislators learned what was in and what was out of the construction budget during a meeting of the Joint Legislative Committee on Capital Outlay.

Among the previously approved funding tossed onto the chopping block was:

  • $50,000 to clear land and install sewer systems for single-family homes in north Baton Rouge.
  • $140,000 to reopen the East Baton Rouge Council on Aging’s kitchen.
  • $150,000 for a Baton Rouge children’s museum.
  • $365,000 for water system improvements in Zachary.
  • $600,000 to replace the roof at Southern University Laboratory School.

Earlier this year, the Legislature approved a $4.3 billion, multiyear state construction, or capital outlay, budget filled with more projects than the state could afford. It was left to Gov. Bobby Jindal to whittle down the list.

Since projects often are funded over several years, they are sorted by priority, with projects bumping up in priority as they need dollars.

John L. Davis, director of the Jindal administration’s Office of Facility Planning and Control, said the state’s borrowing capacity is $350 million with only $181 million of it available in cash lines of credit for new projects.

As it went to the Jindal administration, the budget was overappropriated by millions of dollars.

From the Joint Legislative Committee on Capital Outlay, the Jindal administration’s list will move to the state Bond Commission, which will approve the actual borrowing.

The Jindal administration unveiled the list later in the year than usual. This year, legislators were mired in an effort to hold a special session to review the governor’s recent budget cuts. The administration did not give legislators the project list until after the session push failed.

Moving forward will be:

  • $2.4 million for automotive training facility in East Baton Rouge Parish.
  • $2 million for the widening of La. 42 from U.S. 61 to La. 44 in Ascension Parish.
  • $2.1 million for an LSU Agricultural Center livestock education facility.
  • $1.2 million for upgrades at the Southern University Laboratory School.

Ronnie Harrison, principal of Southern University Laboratory School, said he is pleased the school received some funding even if the Jindal administration could not find the dollars for a new roof.

“We’re excited about having an opportunity to have some renovations, and hopefully, in the near future we’ll have another opportunity to pursue more funds,” he said. “Every little bit helps.”

Zachary Mayor David Amrhein said the governor’s decision not to approve $365,000 for water system improvements means the city will cancel the purchase of a new water tower.

“We just won’t have it right now,” he said.

Amrhein said the tower would have increased water pressure south and west of Zachary.

Tasha Clark-Amar, director of the East Baton Rouge Council on Aging, already moved ahead with modernizing her agency’s kitchen in order to stop outsourcing meal preparations.

She said the council prepares 1,300 meals a day.

Clark-Amar said she planned to use the state construction budget money to purchase a 50-gallon kettle cooker and to replace old appliances.

“It puts us up in a hole and in a bind,” Clark-Amar said. “Our problem is we’re trying to feed seniors the best product.”

Well Jindal just got cut from any potential cabinet position. Once again he backed the wrong person. All his trips out of state to raise money for the party of hate and all is criticism of the President has not paid off. I guess this only proves he is not as smart as he believes he is.

No, HLH (if you were indeed posing an inquiry; I see no question mark at the close of your opening sentence), I have a problem with throwing money at a fiscally irresponsible organization that repeatedly digs itself further down a deepening, widening hole. This organization needs to be thrown under the microscope; every employees' salaries scrutinized and explained. Do you see other non-profits (Cancer Services of Greater BR, Food Bank, Alzheimer's Services of the Capital Area) asking for state money?

Illuminate - so you have no problems with spending money on a sports arena but have a problem with taking care of the elderly. They spent the money because these people need to be fed. So let's put this on the scales - feeding hungry elderly people or improving a sports arena that should be funded by the owners. Improvements can WAIT - hungry people can die. I think that puts it into its proper perspective.

A loud mouth seldom wins many friends.

HLH, you know it. It's more important to make sure Benson doesn't have to spend a dime of his billion than to make sure some elderly person can eat. I don't agree with some of the other expenses approved either, e.g. the widening of Hwy42. If the planning / zoning board in Ascension Parish decided to approve the massive construction of subdivisions everywhere without regard for impact on traffic, let the taxpayers there bear the cost. What they SHOULD do here is make developers pay for improving the infrastructure before they even start building. That's the way it works in most developed states.

Once again no comments are allowed on a LOCAL article about the EBR Parish budget. For example, when will we see the list of free Superfest tickets and the itemized profit/loss statement from the Superfest owner? There are many questions in THIS article that I have, and not enough time right now for me to look into all of these projects. However, there does seem to be quite a few misplaced priorities in the above lists. I realize that Gov. Jindal cannot spend money that that state does not have, but some of the above projects seem questionable. I wonder why there is a need for funds to clear land and install sewer systems for single-family homes in north Baton Rouge anyway. We have a $1.6 billion sewer project going on that is financed mainly by sewer fees, so what is the need for that money? I believe that training facility mentioned will be in Smiley Heights which is an RDA project. Where did all of the money come from to purchase that property and "redevelop" it? Also how can there be talk of another charter school on that property when the public school system seems to be having financial issues with EXISTING public schools? There are many questions and no good answers in my opinion. Someone in LA and BR needs to wake up I think.

We really seem to have our priorities in order. $21.5 million for improvements to the New Orleans Sports Arena but we can't spend $140,000 for feeding the elderly. And the sports arena funds aren't a necessity - they are a want - they don't have to be done at this time. Let's make sure those athletes (and team owners) are taken care of. We wouldn't want them to have to suffer.

The economy is in shambles and it won't get better under the socialism as proposed by Obama. Socialism has never worked in the history of the world and won't work in America. The policies and principles of Obama and the democratic party MOB are destroying this country. If you want to drag everyone down with you, then Obama is your man. Jindal is demonstrating the courage of a real leader. We don't have the money to fund every WISH of every citizen in this state but that doesn't change what every self serving democratic politician in this state and nation will try to make you believe. This country didn't get to where it is today by following the principles of the democratic party MOB and it won't get back on its feet following those same principles and values. We are going backwards, its time for a change and any sane and true American will see it and act to stop it unless they prefer to see the country destroyed rather than have their own personal self centered interest met by voting for candidates more interested in their own personal WANTS than those of the greater good.

REAl leaders have to do what is necessary for the greater good. Baton Rouge is not the only area to suffer cuts. Do you think BR should be immune to cuts??? The PROBLEM is the poor economy brought on by the democratic party MOB and the demagogue in the White House. He is a proven failure other than a success at increasing his own self serving power. Our country needs a REAl leader that can unite us and Obama has proven he is NOT such a leader. Until we unite under leadership we can trust and have confidence it, we will continue to have gridlock and our problems will only get worse. Obama is the worse president this country has ever know because he is the most destructive. Jimmy Carter was not nearly as destructive as Obama and his friends have managed to ENSLAVE millions of people thru entitlements and psychological exploitation. Pray for our country as we are going to need all we can get to get out of this mess. Obama has failed, it it time to try someone else as he is only going to cause more destruction, pain, erosion and strife.

Why couldn't they find $140,000 for the Council On Aging Kinchen. The majority of our senior citizens live off of less than $1000.00 a month some less than $800.00 and if they are on medication, once they buy medicine and pay their utility bills, not to mention rent for some of them, there's nothing left for food. What a lot of people don't realize is that our seniors worked hard for years for only pennies on a dollar, therefore their SS income is very small. And since some of them own a home purchased over 60 years ago that may need updating which they are unable to afford, they only qualify for $16.00 a month in food stamps or SNAP benefits. A lot of them depend on that kinchen for a wholesome meal. Wow, this is so sad that Louisiana is turning its back on our Seniors. And since 8points feel that private companies and faith based communities should fund the projects, will you be the first to ask for the donations.
