EBRSO: Mother of 12-year-old rape victim issued summons

Deputies issued a summons Friday to the mother of a 12-year-old girl who investigators say was raped numerous times this year.

Also, authorities arrested yet another man accused of raping the girl, bringing the total number of arrests in the ongoing investigation to eight.

Law enforcement officials did not release the name of the girl’s mother, who was issued a summons for contributing to the delinquency of a juvenile, said Casey Rayborn Hicks, a spokeswoman for the East Baton Rouge Parish Sheriff’s Office.

Also Friday, deputies arrested Jerome Sherwin Jackson, 39, of Port Allen, on counts of aggravated rape and booked him into East Baton Rouge Parish Prison, Hicks said.

Jackson is accused of having sex with the girl on an unknown date in November after the girl’s mother’s boyfriend, Ivy Edward Martin, who remains at the center of the investigation, allegedly offered up the girl to Jackson and then watched and masturbated as Jackson had sex with her, according to arrest documents.

The investigation into the alleged rapes began last month after a relative told authorities she believed the girl was possibly pregnant and being forced to have sex with Martin, 38, a Port Allen sex offender who told investigators he was “sick and needed help,” but has denied claims he raped the girl on a weekly basis beginning in September, according to court records.

Martin has been incarcerated at the Parish Prison ever since he was booked on Nov. 28 on several counts of aggravated rape and indecent behavior with a juvenile, according to Parish Prison and court records.

Exactly when the rapes began remains a moving target, with court records outlining sexual acts dating back to the spring.

Along with Martin, Jackson and the victim’s mother, at least five other people have been arrested during the rape investigation: Clarence Tillman, 60, Port Allen, principal to aggravated rape; Brandon Edwards, 26, Port Allen, aggravated rape; Jessica D. Carr, 22, Abita Springs, aggravated rape; Arthur Lee Jones, 55, Baker, aggravated rape; and Michael Jerrold Sherbin, 35, Baton Rouge, aggravated rape.

Since the investigation began a few weeks ago, detectives have worked closely with Child Protective Services to ensure the girl’s safety, Hicks said.
