Senate Bill 147 heads back to the state Senate for concurrence on a change that exempted ham radio operators from the ban. The House voted 94-0 in favor of the amended legislation. State law already makes it illegal for drivers to use cellphones and other devices for text messaging. The legislation would expand that ban. State Rep. Karen St. German, D-Pierre Part, said the legislation is necessary to close a loophole that allowed drivers to use social network sites.
