Port Allen mayor’s new pay hike depleting 2 budget funds

Two operating funds in the city’s 2012 budget are headed for a $20,000 shortfall due to a pay raise newly seated Mayor Demetric “Deedy” Slaughter implemented upon taking office in January, Chief Financial Officer Audrey McCain said.

McCain said Monday the mayor’s salary was reduced from $84,960 annually to $65,000 when the City Council approved its fiscal year 2012-13 budget in June.

The mayor’s salary is funded by revenues taken from the municipal water and gas fund as well as the general fund.

“There’s not enough money to pay this,” McCain said. “There has been a discussion and this info has been shared with the mayor.”

McCain said she anticipates money available in the two accounts used to pay Slaughter’s salary will be depleted by early May.

McCain said the City Council will need to approve several budget adjustments in order to avert the impending deficit.

“Right now there is money in the account, so there’s no monumental reason to hurry,” McCain said. “We just need to take care of this before the end of the fiscal year.”

McCain said that because the mayor’s salary could not be reduced in midterm, former Mayor Roger Bergeron had proposed leaving his annual salary at $84,000 for the first six months of the 2012-13 fiscal year, until his term ended on Dec. 31, 2012.

McCain said the budget calls for the mayor’s salary to drop to $65,000 annually during the remaining six months of the 2012-13 fiscal year, which ends on June 30.

Bergeron, McCain said, “wanted to lower it because he thought $85,000 was too much. He looked at other cities about our size to see what their mayors made. He considered all things in determining what he thought was a fair and reasonable number. They all talked about it.”

Slaughter, who defeated Bergeron in the Dec. 8, 2012, election, said Tuesday if adjustments are needed to keep the city’s budget balanced, she will raise the issue with the City Council.

“I was under the impression that everything was already taken care of,” Slaughter said.

City Attorney Victor Woods on Tuesday disputed McCain’s assertion that the mayor increased her pay after taking office.

Woods said Slaughter never raised her salary by some $20,000 a year because the previous administration and the City Council had never properly reduced the mayor’s rate of pay.

Woods said in a legal opinion addressed to Slaughter on Jan. 8 that the former mayor submitted a proposed 2012-13 budget to the council on June 13, 2012, which included the $20,000 reduction in the mayor’s salary.

But Woods said he advised city leaders at the time the mayor’s salary couldn’t be lowered just by adopting a new budget.

Woods’ Jan. 8 letter to Slaughter on the pay issue said the City Council could not reduce an elected official’s salary unless there is an “affirmative vote specifically” on the proposed pay reduction.

“There was no specific ordinance presented or specific vote by the legislative body to reduce the salary of the mayor,” Woods wrote. “As of this date, no such vote or ordinance has been proposed or passed.”

Woods, citing a 2002 ruling in the Rogers v. Town of Arcadia lawsuit, said Slaughter’s rate of pay had to equal Bergeron’s, since Bergeron’s annual pay actually never had been reduced.

“You can’t lower it the way they did,” Woods said. “So there wasn’t a raising or lowering of her salary because it stayed the same.”

Facts as in evidence. All of the paperwork. It is right in front you but you are choosing not to see it. I would tell you not to act dumb but I am afraid that you are not acting. Oh yeah another thing . I do not know if you learned this but... The first letter is capitalized in each sentence. Just for future reference. @rekamyha it seems that you have the inside scope on Ms.Mccain, so tell me why she's not practicing law where I know she can make more money than she's making as CFO for a lil town like Port Allen? I'm just curious as to why would a person who has a law degree and an accouting degree and has served as state representative for 6 years not in business for themselves. When the first news story broke about her firing.....I was wondering was she the same Audrey Mccain that I remembered voting for twice for state representative. What happened to her law practice rekamyha? I don't know if I would want anybody being my CFO if they couldn't sustain their on law practice. Everybody with degrees aren't as smart as they may seem. I'm just saying.

Who I remind you stole money from college students at southern university. Yes that is definitely acceptable. Also slaughter has raised her salary and is overcharging the city. She has also blatantly lied about her DC trip and she knows she is a caught in a lie. She charged the city so she could go see the president get inaugurated. She is an opportunitist. @rekamyah, it's obvious you have an inside track on the game that's being played since you speak so confidently. Being a State Rep don't mean spit, they can be the worse of the worse, you can be sure about that. I'll give you an example of bad character in a leader who knowingly hires a known racist and a conveted felon, but conveniently sets outside the Mayors office waiting on the camera to speak his version of the truth. Ya'll can't handle the truth Deedy won! Obama won! @Hi_There - I don't know where you are getting your information from, but the Mayor paid for her trip to the inauguration with TAXPAYER DOLLARS. Regardless of why she dd it or whom she paid back or when is irrelavent. IT IS AGAINST THE LAW regardless of how SIMPLE you think it is. @Buck749 - I am also pretty sure Ms. McCain has a law degree AND an accounting degree......which tells me her qualifacations for the position are not in question. Might I also add that Ms. McCain served at least on term (maybe 2) as a State Representative. @dualthreat - The Cyclops will be Mr. Slaughter looking over Ms. McCain's shoulder constantly waiting to find some trivial excuse to give the Mayor to try to fire her again........Oh, that's right, the courts already ruled that the Mayor does not have the authority to fire Ms. McCain.

I'll start by saying I'm white and I don't live in Port Allen. I live in a small town south of Port Allen. I'm growing tired of seeing this lady constantly harrassed without there being any merit for such harrassment. She has only been in office for 2 months. I will say this lady seems completely unqualified for the position to which she has been elected, however, the "white" citizens of Port Allen have no one to blame for this fiasco but the previous mayor, Roger Bergeron. It was Bergeron who was obviously unfit for the position and also playing the "good old boy" game with his hiring of Adrian Genre at a time when Genre was very much in need of a job with the closure of his local restaurant and his divorce. Genre has no place in city government as he is a convicted felon and documented racist. Where was the outrage then, white citizens? There was none. Bergeron hired his buddy Genre and nobody thought anything of it. Now the tables have turned and all hell breaks loose. You got what you deserved, now live with it. And as for the story about this lady's brother-in-law paying for her trip to DC - have any of you ever considered that she reimbursed him for the trip with the money from her expense report simply because she did not have a credit card to book the trip??? No, it couldn't be something that simple, could it? Shame on you, Port Allen. You deserve to be the dying city that you are.

Mccain will be like a Cyclopes watching for the kill, so Bergeron or Loupe can claim the throne or her career before it can every get going. Just like Obama they will obstruct her in everyway. Deedy stand your ground speak to Giants they will fall. Cifer 5000 was a joke meant only to remove black officials, but just look what's happening now that those black mean for behind bars for what amount to chump change. the Parishes are actually looking for a garbage contract.

Isn't Audrey McCain a lawyer from Plaquemine? Why is she the Chief Financial Officer in Port Allen? Does she have a degree in Accounting too? What happened to her law practice? I'm not agreeing with some of the things that Ms. Slaughter is doing but can somebody other than an ex-attorney be the financial officer? Evidently she wasn't successful as an attorney and it's obvious why since she doesn't seem to understand that the mayor's salary could not be lowered the way that the council was trying to do. And I just find it strange that Mr. Bergeron did not reduce his salary. Hmmmm? Mayor Slaughter watch out for another "cifer 5000" operation because they are out to get you.
