Report: BR second in HIV cases

The Baton Rouge metro area ranks second among major United States metro areas for new HIV infection diagnoses, according to a Centers for Disease Control and Prevention report.

The report, released Jan. 10, is based on 2010 data of all U.S. metropolitan areas with more than 500,000 people. HIV case rates measure the number of new HIV cases per 100,000 persons.

The CDC uses the U.S. Census Bureau’s Metropolitan Statistical Area to define the Baton Rouge metro area. It consists of nine parishes: East Baton Rouge, West Baton Rouge, Ascension, Iberville, Pointe Coupee, East Feliciana, West Feliciana, Livingston and St. Helena.

Baton Rouge’s rate of people diagnosed with HIV in 2010 is 52.1, meaning about 52 people per 100,000 population were diagnosed with the virus, the report says. New Orleans’ rate is 44.3, which ranks third in the U.S.

Miami tops the list with a rate of 59.2.

Timothy Young, executive director of the HIV/AIDS Alliance for Region Two, or HAART, in Baton Rouge, said HIV diagnoses are high among homosexual men, especially among young black men living in low-income, uninsured communities. He said the problem extends throughout the South.

“If you look at the cities with the 10 highest HIV case rates, most of them are in the South,” Young said.

The CDC report says Miami’s rate of 93.1 HIV diagnoses among males ranks first in the nation. Baton Rouge is second at 70.1, and New Orleans ranked third with a 69.8 rate.

Baton Rouge is first in new HIV cases among all females in 2010 with a rate of 35, the report says. Miami is second at 27.5, Jacksonville, Fla., is third at 23.1 and New Orleans is fourth at 21.3.

A report by the Louisiana Office of Public Health, based on the CDC data, lists Baton Rouge’s and New Orleans’ ranks among different races.

Among black males of all ages, Baton Rouge ranks third with a rate of 178.6, the Office of Public Health report says. Among white males, Baton Rouge ranks 51st with a 15.5 rate.

New Orleans is 16th among black males and seventh among white males, the Office of Public Health report says.

For black females of all ages, Baton Rouge placed sixth and New Orleans 21st, the report says. Among white females, those ranks are fifth and 35th.

The Office of Public Health report also details Baton Rouge’s and New Orleans’ ranking among different age groups.

Those positions vary from Baton Rouge men ranking first in the 25 to 34 range, to New Orleans females ranking 15th for anyone between 45 and 54, according to the Office of Public Health report.

Baton Rouge women, however, are first in all four age range categories between 13 and 54, according to the Office of Public Health.

The CDC regularly publishes reports about AIDS diagnoses by metro area, but the report issued Jan. 10 represents HIV infection diagnoses.

Young, with the HIV/AIDS Alliance, said diagnosing HIV infections before AIDS manifests itself gives doctors a chance at treating the infection more effectively.

“By being able to detect HIV infection, we can get a clearer picture of those who are already infected,” Young said. “That could help us improve our targeted demographics.”

The best way to prevent HIV infection is to get tested and practice safe sex, Young said.

“If they are infected, they should seek treatment, and treatment can be provided for them if they cannot afford it for themselves,” Young said.

I am pretty sure this is not a gay phenomenon. I bet drug use and sharing needles are a big portion of these cases. And unprotected sex between a hetero male and woman, with one of them being HIV positive and maybe not knowing or not telling their partner. I'd be interested in the breakdown.

If we use the same thinking as I often see on comments concerning education, I guess we need to put the blame on our medical communities, hold doctors and researchers more accountable, The state needs to institute a new evaluaton protocol where the doctors and researchers will be assessed. Those who fall in the top 10% will be rated as highly effective but those falling in the bottom 10% may be terminated if they are assessed in the bottom 10% two years in a row. That should solve our AIDS problem, right?

DMJ, I would say Guns kill more people than AIDS. Now I have one for you. Which kills more CHILDREN every year? Guns, AIDS or abortions?? I always found it funny how MOST liberals are pro-choice and yet anti-gun. Seems counter productive...literally. You say that republicans are against planned parenthood and the services they provide and want to end funding for the entire thing when that is not the case. I for one am all about them providing 99.99% of their services, but I can not and will not support tax payer dollars going to kill unborn kids because two dumb people decided that protection was not needed. And contrary to what you may think of me, I consider myself republican if I had to choose a party, BUT, I am also pro choice. How is that possible? because I can think for myself and have my own opinions on issues and I do not let people tell me how to think just because I am associated with that party.

DMJ, Yeah, Planned Parenthood is really doing a good job in BR aren't they? I was being sarcastic, but you are the only one allowed to do that. We don't want to shut down Planned Parenthood for AIDS testing at all.

The Center for Disease Control's website has some great information. See for yourselves. And yes, Planned Parenthood does STD testing and counseling. And you yahoos want to shut that down? Smart. Real smart. And mandatory AIDS testing? So much for small government. I'd say that readily available testing is preferable. Needle exchanges have been proven to be effective as well.

DMJ, I sure hope you're right. Can you show us the stats on that? Fence in and lock the parks at night. That should help. Phil, you've been right about this all along. If they are too stupid not to use condoms, they are just playing Russian roulette. Too bad they pass it on to women and their children, too. Maybe a mandatory AIDS test should be imposed on everyone. I mean, if we are mandated to purchase insurance, why not AIDS tests? Welfare recipients should be required to have one every three months. Aren't we funding Planned Parenthood for that already? Boy, the ACLU would go ballistic, right? I mean, spreading AIDS can be considered murder, right? sarc*

I for one, was not saying this was a homosexual issue in BR. Just looking at the number of guys infected vs the number of women, it just leads me to believe that the majority of them are in fact, gay. I would like to just see if that is the case. I would just assume, gay or straight, if you choose to have sex with a black male in this city, strap up, please. Not being racist here, just it seems that the black male group is most likely to have HIV. Agree with phil that women on bc would be less likely to use condoms.

I believe that promoting homosexuality with gay marriage etc and handing out free birth control pills greatly adds to the HIV/AIDS (and other STD) problem. Women on birth control pills will possibly neglect to use other forms of protection against disease.

While these stats are still much too high, the rate of infection is declining over time. Education, condoms, increased access to testing are all slowly improving the situation. We may never cure AIDS, but we can render it extinct if we're smart and consistent about it.

Just a curiosity, what percentage of these males and females are gay? I mean, if there are that many black males with HIV and not nearly as many black females with it, I would only have to assume it is more of a homosexual problem? As it seems that since there are many women with multiple baby daddies, there would be more women infected...I don't know. Just making a thought.
