After spending a year laying the groundwork to add three deputy police chief slots to the Baton Rouge Police Department, Chief Dewayne White decided against pursuing funding for the positions in the 2013 city-parish budget.

The annual police budget is appropriated from the $780 million city-parish budget, which is proposed by Mayor-President Kip Holden and approved by the Metro Council.

The Police Department initially requested $267,650 to fund the three new deputy chief positions, but later withdrew the request, according to budget documents.

“As an administrator, I wanted to wait for the right time and the right time is not now,” White said. “What I’m looking for is putting more boots on the ground and that to me is a priority over three executive positions.”

In September 2011, White began the process by asking the Metro Council to approve the three positions, which would be one of the few jobs in the department — including his own — not based on seniority.

Last year, the Baton Rouge Municipal Fire and Police Civil Service Board approved the creation of the positions.

Initially, White said he hoped to fund the positions in 2012 by eliminating seven captain positions. But he abandoned that option after receiving pressure from the police union to keep the positions intact so officers have more opportunity for promotions.

White also attempted to eliminate two classifications of major in the department because, he said, their duties could be carried out by the deputy chiefs once they are hired, but White withdrew the request after being advised by Holden’s administration that the move “would be premature.”

White has said he wants the three positions to make the department more accountable, professional and trustworthy.

“They’ll bring a definitive line of a chain of command,” White said. “They’ll increase accountability by having budgetary control and program authority over uniform patrol, operational services and detective services.”

He said he still values the positions but will wait to pursue funding after the department fills its officer vacancies.

The 2013 budget will provide for a 30-officer police academy beginning in late February, which will fill the vacancies. The academy is made possible by a 7 percent increase in the Police Department’s proposed budget over this year.

But White told the Metro Council at a budget hearing last week that he expects 24 additional officers to retire next year, so he’ll have to ask for another midyear academy to restore the ranks.

White said he could request to be included in a midyear budget supplement to fund the deputy chief positions next year, once he’s fully staffed.

“Until that’s done, it would be ill-advised to move forward with filling the positions,” he said.

The Metro Council will approve the city-parish budget in December.

The Police Department was allocated $84.3 million in Holden’s proposed 2013 budget, compared with last year’s budget of $78.6 million.

2 TheAgonyOfTruth wherever you got your crystal ball, return it for a refund, it doesn't work . Talk to any BRPD officer and ask about White. He has a drinking problem and takes prescribed pain meds for a previous injury and by the end of the day he is in la la land. I would like to ask this question. Every police officer is drug tested on a random basis, was White EVER tested? If not, why not???? That is the TheAgonyOfTruth

TheAgonyofTruth, you are correct on almost everything. Leduff was not an honorable man, nor were most the people he placed around him - note I said "most the people", not all of them. I speakthetruth when I say leduff was so unqualified for that position that he made all the mistakes first year sgt's make, but due to his arrogance and ignorance he did not learn from his mistakes. Being a Sgt working at the Academy and NEVER being in a position of command (directing traffic at intersections does not count) does not qualify him to be a chief and the result was someone who had to lie to all his commanders, and allow certain clique members under his wing. The department and city were doomed. But I give Mayor Holden credit for seeing the problem and removing it. You are right about Chief White. He was a Major and worked his way up the ranks.

I am amazed at the obvious rancorous falsehoods that are spouted on this subject. First of all, Dewayne White was not just a traffic cop. He left the state police as a major which has been widely published. Jeff Leduff was an honorable man and there is no reason for the disgraceful comments by at least two individuals on this feed. I would appear that Ducky and Countryboy are two malcontents that have been dealt with harshly due to their dysfunctional work ethic or something similar. They have an axe to grind. If they were placed in the position of police chief neither would have the least notion of what to do next but blame others and point fingers. I can't believe that two" probably "grown men that are either ex-police officers or are frends of one can be so out of touch that they can't see how transparent they are. When is this firing to take place? Since you know so much please let us all know. This man, Chief White, has shown clear leadership. Now, it is probably in direct confliction with those in the department who have run the show for some years now. If the mayor fires him, I say he will make a major mistake. I don't believe the guy will allow an honorable man to be ousted!!!

I think if everyone would look into the 2013 budget in some detail (I have) they might find a lot of tax dollars going to special contracts etc and all of those contracts need to be reviewed in my opinion. If much of the waste was cut from the budget, I think there would be a lot of money left over for things like this. Anyone here want to predict when the next gigantic tax proposition will be presented to taxpayers?

Leduff and White were both terrible mistakes made by Kippie. Leduff lied ALL of the time, even when he didn't have to and White has treated his own officers like dirt, even when he didn't have to. Its time for a top cop that knows something about solving crime. Leduff and White spent their whole careers being traffic cops so they know nothing about solving crimes, but that would explain why the brpd traffic division is the laughing stock of the department. The union leader hasn't done police work in years, why doesn't somebody ask the mayor or the chief why that is?

Replacing White is just rumor right now. A rumor probably started by the union just to create more havoc within the ranks of the department. You have to admit the department is divided and there is no respect for each other. To replace White now would only throw the department in more turmoil and cause more friction between the fractions within the department. There are some new programs that are starting to show results, so for Holden to bring in a new leader would only hinder those programs. The union leader is paid as a police officer but has no police duties at all (this is something a good press would be reporting). The open door he had with Leduff has been closed with White, hence the union bashing of White.

When White first came on I was leery of him since we knew nothing of him and his relationship with Leduff. He has made some mistakes, which any administrator will do, which hardly makes him stupid. I think he has learned from his mistakes, which is a lot more than we could say about Leduff. Leduff would have made these appointments simply to take care of some more friends and members of the family clique. He did not have the interests of the police department or the city in mind.I see Chief White trying to make changes that will benefit the department and city but he has to fight all the Leduff cronies, including the union, along the way. The union and Leduff can be held partially responsible for the crime problems in BR today by their lack of knowledge in running a police department, and lack in leadership skills. Chief White is showing leadership skills, and learning from his mistakes along the way, which is a sign of a good leader. These Assistant Chief positions are nothing but political appointments and will not benefit the department or city at all.

2 imjussayin...your four little children, needs to get an education, get a job, play by the rules, not depend people to bend over backwards, to give them what everybody else earned and not just BECAUSE of the color of their skin. You are the problem! There should not be minority contractors, just contractors. If you can't run with the big dogs, sit on the porch. I was born a poor black child and with proper education and a proper Raisin' I lived to be an angry old white man.
