Sep 4, 2014 22:30 Pedestrian struck, killed on Jefferson Highway Pedestrian struck, killed on Jefferson Highway ADVOCATE STAFF REPORT Sept. 04, 2014 Comments Louisiana State Police Troop A investigators are delving into a fatal crash that occurred Thursday morning on Highway 73 (Jefferson Highway) at Floynell Drive in East Baton Rouge Parish. A pedestrian was killed in that incident, according to a news release issued by Jared Sandifer of the State Police. Robert M. Vines, 62, of Winnfield, lost his life in the crash, Sandifer said. The initial investigation by State Police has shown that the 7:30 a.m. accident happened as Vines attempted to cross from the north side of Highway 73 to the south side. A Dodge Ram driven by 59-year-old David Phillips of Baton Rouge was traveling west on Highway 73 in the left-hand lane. A vehicle traveling in the right-hand lane in front of Phillips stopped, and Vines began to cross the highway. Phillips’ view of Vines was obstructed by the stopped vehicle, and he struck Vines. Vines was transported to Baton Rouge General Medical Center on Bluebonnet Boulevard where he was pronounced dead from injuries sustained in the crash. Investigators do not think Phillips was impaired at the time of the incident.
