Mix all dry ingredients. Stir in condensed milk. 2. Spread in very well greased 11-inch by 7-inch pan. Bake in 325-degree oven for 20-25 minutes. Dough will not be brown in the middle and may look not quite done. Take out of oven and cool 45 minutes. Cut into squares.
