Group hears about parliamentary rules

Sarah Holliday, president of the Baton Rouge Unit of Parliamentarians, spoke to the Federation of Greater Baton Rouge Civic Associations on Jan. 10. The federation represents area homeowner’s associations.

Holliday emphasized that all HOA’s should operate under the 11th edition of Robert’s Rules of Order. Bylaws govern organizational procedures, and Robert’s Rules of Order govern where the bylaws are silent. She reviewed Robert’s Rules and how they should be implemented. Particular attention should be paid to making sure a quorum is present before a legal meeting can be conducted. She said that the ruling of the chair can be challenged by the body.

There was a discussion of minute taking. Minutes should not contain everything said at the meeting. Motions should be recorded. Reports by committee chairs should be in writing. She then fielded questions from the membership. The meeting was conducted by Nancy Curry, newly elected federation president.

Meetings are held at 7 p.m. on the second Thursday of each months at the BREC Tennis Center at 7505 Independence Blvd.

The next meeting is scheduled for Feb. 21.
