ZACHARY — The Zachary Community School Board approved a 32-month contract Thursday for new Superintendent Scott Devillier, who was chosen Oct. 25 to succeed Warren Drake.
The contract, which ends June 30, 2015, sets Devillier’s base salary at $148,000 per year, with the possibility of earning up to $12,000 more per year for leading the district and individual schools in reaching specific academic goals.
Rather than provide Devillier with a vehicle or gas credit card, the board decided to pay him $700 a month for his travel in East Baton Rouge Parish.
He also can earn 2.5 percent annual pay raises by achieving high ratings on the board’s annual evaluations of his performance. A raise would not be given in a year in which teachers’ salaries were frozen, however.
The board will begin advertising Friday to fill Devillier’s old position as director of operations and the new position of executive director of academics and support programs. Devillier asked the board to create the latter position to give him someone to continue making improvements to Zachary’s academic standing.
Board members also set a Nov. 29 supper meeting with Devillier to work on plans for the coming year.

AUDIT REPORT: Certified public accountant Mike Schexnayder of Postlethwaite & Netterville presented his accounting firm’s report of an audit of the School Board’s finances for the fiscal year that ended June 30, saying auditors found no issues of non-compliance with state or federal laws.
The district is a $63 million per year business, and its internal controls are adequate for an operation of that size, Schexnayder said.
With revenues of $50.57 million last year, the district ended with a general fund operating surplus of $1.94 million, primarily because of increased property and sales tax income and additional state aid because of enrollment growth, Schexnayder said.
The report shows the operating surplus raised the general fund’s reserves to $22.27 million at the end of the fiscal year.
CONSTRUCTION BUDGET: The board agreed to set an $11.3 million budget for construction of a two-story classroom building, new kitchen and dining area and a new administrative area at Zachary Elementary School. The construction will be funded with bond proceeds approved by voters in 2010.
